Let's focus on operational efficiency before we start throwing more money at things.
Everybody should not forget that we still have large roads, docks, etc assessments still looming. These are very large amounts still hanging out there.

Read the line items in the projects list from the meetings. A number of items that will do nothing for operational efficiency.
